Pipe that isn't connected ??

Hi,
I've been into the luggage compartment tonight to replace the gas struts on my 1988 Carrera Cabrio & I've found a rubber hose approx 1/4'' diameter just behind the brake servo which isn't connected to anything
I've traced it along the firewall with the washer jet hoses & it then goes towards the fusebox where it changes to white plastic pipe, as far as I can see it then terminates under the car behind the front bumper area ( when I blow down the tube, air comes out of this pipe ) any ideas what it is ?
I suspect it may be some type of drain tube but can't find what it should be connected to.
Any help would be appreciated.
